Kāinga Ora seeks to procure learning and development services from an experienced supplier, with the capability to develop and deliver an experiential, cohort based leadership learning programme. It is anticipated that 450 Kāinga Ora leaders will participate in this learning opportunity. Leaders will be divided into cohorts, by leadership level. The Preferred Supplier will have the capability and capacity to deliver the learning programme to the cohorts over an 18-month period, via a phased approach.

Kāinga Ora – Homes and Communities (Kāinga Ora) is the new name for New Zealand’s Housing and Urban Development Authority. It is a Crown agency established on 1 October 2019 by the Kāinga Ora Homes and Communities Act 2019, and brings together the people, capabilities and resources of the KiwiBuild Unit, Housing New Zealand (HNZ) and its development subsidiary HLC.

Kāinga Ora has much a broader mandate to deliver on now, and we seek to support our leaders adequately to achieve our desired outcomes.

There are four leadership levels:
1. Leader of the Organisation – leads a team of people leaders, and is responsible for an entire business group
2. Leader of Leaders – leads a team of people leaders, and is responsible for part of a business group
3. Leader of a Team – leads a team of individuals
4. Leader of Function/Technical Expert – may lead a team and are the most senior subject matter expert in their field in the organisation.

There is a diverse mix of people in leadership roles, with varying experience, areas of strength, development opportunities and history of formal development. The programme developed in conjunction with the Preferred Supplier must provide clear, consistent and focused support in order to achieve the desired outcomes
