Overview of Opportunity
What we need
Kāinga Ora – Homes and Communities (Kāinga Ora) will shortly be issuing a request for Proposal (RFP) for the selection of an Early Contractor Involvement (ECI) partner during the design stage of our Arlington project in Wellington.
The selected ECI partner may be invited as the sole Respondent (subject to a successful ECI process and approval of funding for the physical works) to provide a proposal for the lump sum, fixed price, construct only, contract to construct the project.

The Arlington development is on a 1.77 hectare site bounded by Arlington Street, Hopper Street and Hankey Street in Mount Cook, Wellington. It will see the development of approximately 233 social housing units made up of a range of homes from one bedroom units to large family homes to suit a mixed community of families, the elderly, and people with high and complex needs requiring supported living. There is also an option to develop an additional 67 affordable houses on the site currently under consideration. Amenities will include a community centre, parks, play areas and community gardens. The selected ECI partner will work with Kāinga Ora and its consultant team to provide guidance and advice including buildability input from developed design through to “For
Construction” documentation.

What we want
This is a unique project for Kāinga Ora and we are looking to form a partnership with the successful build partner. We want to hear from organisations that have had experience with projects of this scale and with a contract value of at least $70m. We want to hear from organisations who have acted in the role of main contractor, rather than those who have only provided limited services towards the construction of dwellings, e.g. individual trades such as carpenters, plumbers, mechanical services, suppliers who provide design services etc.

The Project is located in central Wellington; it is an excellent opportunity for a contractor to demonstrate their ability to deliver a large high profile inner city social accommodation project and partner with Kāinga Ora who are currently the largest residential developer in New Zealand with an extensive build programme planned over the next 10 years.
