Health New Zealand | Te Whatu Ora (HNZ) intend to find local providers who will help setup a new Crisis Recovery Cafe in Tairawhiti and/or expand up to 2 existing Crisis Recovery cafes across other districts in Te Manawa Taki with the following service objectives:
• Peer-led: The service is led and/or operated by individuals with lived experience of mental distress and/or addiction.
• Supportive environment: A safe and non-judgemental space for individuals and whanau to share their experiences and receive support, helping people to feel less alone.
• Crisis intervention: Provides immediate support, listening and understanding for individuals in crisis.
• Culturally responsive: Designed for the population to be served and the needs of priority population groups, such as aligning to a tikanga-based approach bespoke to the rohe.
• Specialist support: Strong interface with Mental Health and Addiction crisis and community services to ensure tangata whaiora needs are met and clinical input is received where required.
• Community-focused: Builds connections and community among peers and local support.
• Empowerment: Empowers individuals with their whanau to take control of their mental health, addiction and well-being and encourage using crisis as a springboard for growth and development and uphold Mana Motuhake.
• Harm identification and minimisation: Protocols are in place, including consideration of security measures
The intention is to run a ROI (Registration of Interest) followed by RFP (Request of Proposal) process. When the ROI commences, potential respondents will be able to register their interest for compliance checks. The Shortlisted respondents will be invited for the RFP process to submit a proposal that demonstrates how their project or initiative meets the criteria of the RFP.
The ROI process will be published on GETS in May 2025, with a contract expected to be in place 1 October 2025.
