We plan to follow a EOI/ RFP process to find local providers who will help us meet the following service objectives:
*Peer-led: The service is led and operated by individuals with lived experience of mental distress and/or addiction.
*Supportive environment: A safe and non-judgmental space for individuals and whanau to share their experiences and receive support, helping people to feel less alone.
*Crisis intervention: Provides immediate support, listening and understanding for individuals in crisis.
*Culturally responsive: Designed for the population to be served and the needs of priority population groups, such as aligning to a tikanga-based approach bespoke to the rohe.
*Specialist support: Strong interface with Mental Health and Addiction crisis and community services to ensure tangata whaiora needs are met and clinical input is received where required.
*Community-focused: Builds connections and community among peers and local support.
*Empowerment: Empowers individuals with their whanau to take control of their mental health, addiction and wellbeing and encourage using crisis as a springboard for growth and development and uphold Mana Motuhake.
*Harm identification and minimisation: Protocols are in place, including consideration of security measures
*Potential providers will be expected to:
*have capability and capacity to meet the objectives of this service
*have access to an appropriate safe space for the service
*co-design protocols with key stakeholders, including police, mental health and addiction crisis services, consumer, peer support and lived experience (CPSLE) workforce, and kaumātua, tohunga, and Hauora Māori and Pacific Commissioning partners
have capability for timely reporting on nationally agreed evaluation dataset
* Potential providers are encouraged to:

*Participate in the future sourcing process; and
understand that the programme must have the first café operational before July 2025, with further cafés open around Aotearoa over the following two years.
Registered interest is not only welcomed from single providers but also proposals from a collaborative provider approach.
All registered providers will receive notification of the market listing when it goes live.
Note that no provider will be disqualified from participating in any future open procurement approach for these services if they do not register for this FPO.
