Overview
Health New Zealand | Te Whatu Ora intends to approach the market to procure a modern client information management solution to replace the legacy application known as the Client Information Collection Database (CLIC). Since the 1990s, CLIC has been used by gambling harm clinical intervention service providers to record and report client information critical for managing services and calculating the problem gambling levy.
The current application is no longer fit for purpose and has reached the end of its useful life. The replacement solution is expected to be a Software as a Service (SaaS) product (or products), appropriately customised to meet the needs of Health New Zealand, service providers, and other stakeholders.
Key Outcomes Sought
A solution that supports the capture, management, and reporting of client information for gambling harm clinical intervention services
Automated collation and transfer of standardised datasets to a central data warehouse (provided by Health New Zealand)
Reduced manual effort in data collation, transformation, and reporting
Improved usability and functionality for service providers.
Supplier Engagement and Implementation
Health New Zealand expects that the successful vendor(s) will:
Collaborate with stakeholders to finalise solution design and implementation
Deliver a solution that complies with relevant data standards and privacy requirements
Provide support throughout deployment and transition from the legacy system
Context – Data Standard Consultation Underway
This FPO is being released early to raise awareness of upcoming changes that may influence the procurement requirements. Health New Zealand is currently consulting on a new dataset standard for gambling harm clinical intervention services. The consultation on HISO 10112:2025 Gambling Harm Intervention Data Standard is open until 30 April 2025.
