Overview

Te Whatu Ora – Capital, Coast and Hutt Valley (the Principal) is undertaking the following projects (the Projects) that are a part of the Energy Transition Programme aimed at reducing carbon emissions nationwide:
ETP030 – Grace Neil Block Heat Pump
ETP032 – Kenepuru Ward Block Biomass Boilers
ETP033 – Porirua Mental Health M07 Biomass Boilers
These 3 projects are to replace end-of-life gas boilers with low carbon solutions to reduce Te Whatu Ora’s reliance on fossil fuel to heat their buildings.

HNZ have engaged Deta Consulting to complete an assessment of the existing boilers, provide high-level solutions and technical specifications. It has been determined that boiler design is product specific and that the project would benefit by engaging a Boiler Contractor (the Contractor) to complete the Design Phase of the project.
The intent is to issue one RFT document to the market and the respondents can select one or more of the packages they are tendering for subject to successful negotiation of the NZS 3916:2013. The intent of this is to provide flexibility to HNZ in the event of budget constraint but also to maintain competitive tension.
The respondent is to provide pricing for full design and construction services in accordance with their proposed design solution including but not limited to the supply, installation and commissioning. Upon review of the pricing and being deemed fair, reasonable and within budget, the intent is to sign up the Contractor to NZS3916:2023 as reproduced and adapted by the Principal.
