Hutt City Council is leading the revitalisation of the Naenae Town Centre. The chosen name of Whakatupu Ngaengae reflects the re-growth of the area. There are three components that make up this programme of investment: (1) Naenae Pool & Fitness Centre, (2) Te Mako - Naenae Community Centre (now open) and (3) the creation of a playful landscape in the North-East corner of Walter Mildenhall Park (this project).
We are seeking registrations of interest from experienced landscape contractors. Works include both hard and soft landscaping to an area of the park approximately 8,700m2.
We expect to short-list from registrations only those suppliers that meet the requirements and have the capability and capacity to complete the works.
We anticipate works commencing in November 2024 and for all planting to be complete by July 2025.

Hi Scott – here is some feedback relevant to your recent submission on the Walter Mildenhall Park contract opportunity (ROI) which has not ranked in the top responses to go through to the next stage. I hope this is helpful to you and I’m happy to receive your feedback on the ROI process, documentation, and to answer any of your concerns.
Overall – the general standard of submissions was high. There were twelve (12) responses to the ROI. Those that were short-listed through to the following RFP stages demonstrated strong track record, proven commitment to broader outcomes and clear thoughts around the park’s soft and hard landscaping achieving timely quality results for the Naenae community on this project. These submissions were strong across all evaluation criteria: relevant experience, track record, capability, capacity, and key and broader outcomes.
Performance – Duncan Commercial scored 59% on aggregate within a range of 30% - 82%. Track record and relevant experience scored (23/40), capability and capacity (18/30) and key and broader outcomes (18/30).
Strengths – Lower Hutt based and locally owned. Supporting Naenae school through Gateway and training opportunities. Waste minimisation. Supporting the remakery.
Weaknesses – Generally, the submission was lacking the information anticipated. Lacks parks examples, experience is mainly building projects. Insufficient staff details and CV's. A couple of project examples but alignment challenged. 24no. staff but no names. Broader outcomes very light on information.
