Hawke’s Bay Regional Council (HBRC) is now seeking a Registration of Interest (ROI) from suitably experienced contractors to pre-qualify and make eligible to tender on extraction of gravel from Upper Tukituki (UTT) scheme. All cross sections within the UTT scheme have been prioritised based on freeboard (related to 100 year flood risk), average annual flood risk (related to availability) and lateral erosion risk.
With the addition of anecdotal knowledge and locations of existing extraction, selected reaches (defined as either an individual cross section or a grouping of multiple sections) will be released for tender over several tranches. The first tranche is estimated as 7 or 8 reaches. Additional reaches will progressively be released approximately every three to six months and are yet to be decided. HBRC reserves the right to amend quantities of material in all reaches described or add/remove reaches at their discretion.
Non-conforming tenders for other cross sections or reaches are able to be submitted and will be assessed by HBRC on a case by case basis.
Gravel aggradation in the UTT scheme has been an issue for more than a decade. The limited funding generated by this scheme has precluded any significant gravel extraction to return riverbed levels back to their intended design grades. Gravel extraction has been encouraged in the region by means of reduced gravel levies, however this has had limited success.
In November 2020 Hawke’s Bay Regional Council (HBRC) was successful in securing crown funding through the Infrastructure Reference Group (IRG) to develop a strategy for gravel management in the UTT scheme. A requirement for the funding is a co-contribution from UTT scheme rate payers. The co-contribution has been approved by Council as of 30 June 2021. The IRG funding agreement determines that extraction works are to be complete by 30/11/2023.
Responding to this ROI will enable you to be considered for this initial tranche and subsequent future gravel extraction work at locations throughout the UTT scheme, dependent meeting the contract requirements including satisfactory performance.
Registering your interest is a prerequisite for being given the opportunity to submit a tender for the RFT.
If you do not submit and pass the registration of interest, you will not be invited to tender.
