Project co-ordination and reporting - criteria and methodology for determining outstanding freshwater bodies
Hawke’s Bay Regional Council is working with the Ministry for the Environment to develop clear and consistent criteria for assessing and identifying outstanding water bodies, to assist with the implementation of the National Policy Statement for Freshwater Management (NPSFM).
The project will deliver two key outputs:
• Principal Output: a set of criteria that can be used to identify outstanding freshwater bodies (OFWB) for the purposes of the NPSFM across New Zealand;
• Secondary Output: a methodology for applying these criteria.
This project will lead to better guidance for all regional councils, ensuring they can easy identify what constitutes an outstanding characteristic. It will also reduce debate on what outstanding means for communities involved in freshwater planning, and ensure a consistent approach is used throughout the country. This project is not preparing and producing the guidance per se. MfE intends to prepare the guidance following completion of this project.
The Project Group is now seeking proposals from a consultant (or preferably a consortium of potential providers) to drive the detailed design and delivery of the Project in line with the high-level Work Programme.
Selection criteria
The following criteria will be used when assessing any Expressions of Interest received:
1. The availability to complete the works within 9 – 12 months of commencement.
2. The ability to report back at each milestone.
3. Knowledge of New Zealand’s freshwater resource management issues and associated policy frameworks
4. Ability to deliver high quality policy advice and reporting to resource management practitioners and decision makers
5. Ability to facilitate discussions and engage with a variety of technical and non-technical professionals
6. Any previous experience in the development of decision making support tools and methodologies for the assessment of natural resource values.
