The existing Eastern Waikato Waste Services contract along with refuse disposal agreement and recycling
processing arrangements expire in August 2023. The three Eastern Waikato Councils (Hauraki District Council,
Matamata-Piako District Council and Thames Coromandel District Council) are now commencing a joint
procurement process for the provision of the waste services.
Waste services include primarily kerbside collections (refuse, recycling, glass and potentially organic), some
provision of transfer station operation and bulk haulage of materials from transfer stations. There will be either a
separable portion or separate contract for waste disposal to landfill and processing of mixed recycling, glass and
potentially organic materials.
Each district intends to let its own contract cover services within its district. Suppliers can bid for all or some of
the separate contracts.
This ROI process, which is essentially an Early Contractor Involvement process, has two functions:
• To pre-qualify suppliers that want to be included in a subsequent RFP process.
• To provide the Council with information from the contracting industry that will inform both the Council
decision making process and the content of the RFP to ensure that it achieves an appropriate balance
between Council needs and what the market can provide.
