The purpose of this RFP is to invite proposals for the provision of project management services for Hastings District Council’s Civic Square Redevelopment Project.
The Hastings Civic Square Redevelopment Project is a highly-integrated and collaborative project which will draw together existing facilities within Civic Square to create an innovative community asset which meets the district’s current and future needs. Its development is motivated by a number of factors including; providing social cohesion and opportunities for youth; the need to promote Hastings’ social and cultural heritage; and, to create a 21st century ‘centre’ for the Hastings CBD.
The project also has the exciting prospect of being a focus for local iwi, hapū and marae and offers the opportunity of a unique and innovative partnership between a local authority and iwi.
The facility will act as gateway for visitors to the region, connecting them with authentic experiences across the Heretaunga Plains, such as visiting a marae, meeting local artists or attending an event.
Hawke’s Bay is a multi-cultural province with extremes of wealth and poverty and the facility will provide a bridge between those cultures and socio-economic differences, drawing people of all types together. The aim is that the programmes team will work in partnerships with the community and creative producers to facilitate programmes which enrich, motivate, engage and connect people across all sectors of the Hastings population and Kahungunu rohe.
Council consulted on an initial proposal as part of the 2012-2022 Long-Term Plan to address issues at Civic Square. Council was already working with marae collective Nga Marae O Heretaunga on the project and earlier this year council and Ngāti Kahungunu Iwi Incorporated began discussions on a combined facility. The HCSRP proposal is the culmination of two partners with similar aspirations coming together on a civic site.
