Overview

The scope of this RFP is:
Procurement of a Mobile Enterprise Application Platform (MEAP) and services of Development Partners.
A MEAP is a development environment that provides tools and middleware for developing, testing, deploying and managing applications that can run on a diversity of mobile devices.
MEAP solutions are generally composed of two parts, a mobile middleware server and a mobile client application. The middleware server is the solution component that handles all system integration, security, communications, scalability and cross-platform support. The mobile client application is developed using a toolset that supports a write and test once approach development.

The DHB’s requirements have grown from the following drivers:
• a need to keep pace with the inevitable progress of mobility – new mobile applications will outnumber traditional PC applications by a factor of 4
• the growth in BYOD (bring your own device) – >60% of New Zealanders over the age of 18 carry a smart phone
• the crucial need for access security and data confidentiality
• the need for many mobile applications
• a need to connect to many legacy systems

The DHB requires application developers as a partner either with the MEAP provider or to become a member of a panel of up to three application developers available to the DHB. Respondents can make a joint submission with an application developer.
