Overview

This is an Advance Notice to inform suppliers of the upcoming tender for a Masterton Maintenance Depot that will be procured for the Lower North Island Rail Integrated Mobility (LNIRIM) programme.

Greater Wellington Regional Council (GWRC) will be seeking a suitably qualified and experienced contractor to complete the detailed design and build of a rail maintenance depot building and supporting infrastructure in Masterton. This depot will be used for maintenance of the new fleet of passenger rolling stock that will be procured as part of the LNIRIM programme. The rolling stock are expected to arrive in New Zealand and commence passenger operation in early 2028, with the depot required by late 2027 to support the introduction and ongoing maintenance of the rolling stock.

GWRC are currently undertaking a concept design for the proposed maintenance depot that confirms the location, layout, structure, key dimensions and maintenance functions. This will determine how the maintenance depot will tie into the adjacent rail yard. The scope of the maintenance depot detailed design and build contract will include detailed design of the provided concept, building consent application, resource consent application, enabling works, construction and commissioning using one of the new trains. It is anticipated that alternative designs to the building structure and/or finishes may be considered provided that any alternative does not impact the location, layout and maintenance activities to be performed.

It is intended that the procurement will be a one stage process, with preconditions applied to ensure respondents have the experience and capability to deliver on GWRC requirements.

A further advance notice will be published in the first half of 2025 that identifies the anticipated date of release for the maintenance depot Request for Proposal.
