Manufacturers and maintainers of rolling stock are invited to express their interest in supplying their products and services to the Lower North Island Rail Integrated Mobility (LNIRIM) Project. As New Zealand sets wheels in motion towards long-term transport decarbonisation, the successful respondent will have the unique opportunity to etch their brand in history as the pioneering train manufacturer for New Zealand’s regional passenger fleet, potentially heralding a renaissance in regional rail.
The current fleet of carriages (hauled by diesel locomotives) that service the Wairarapa and Manawatū regional rail line is 50 years old and is approaching the end of their working life. At the same time, there is a significant current and forecast uplift in rail services required to provide much needed transport resilience for the Lower North Island. Therefore, the Greater Wellington Regional Council (the Buyer), seeks to procure a new, modern fleet to service these lines from 2028 onwards.
The new fleet will consist of Independently Powered Electric Multiple Units (IPEMUs) with the ability to travel beyond the end of the electrified 1600V DC network. The long-term maintenance services to the entire new fleet is included in this opportunity, as is IPEMU specific charging and maintenance equipment.
The design and construction of a dedicated maintenance depot, the operation of the new rolling stock, equipment and services related to stations, and network requirements for the LNIRIM Project will not be part of this opportunity.
The Buyer will be looking for an effective solution that will be delivered efficiently by suppliers who have proven capability in the manufacture of low carbon rolling stock and the maintenance of similar fleets. Parties are only eligible to receive the documents if they are a rolling stock manufacturer, supplier, or maintainer.
