Greater Wellington Regional Council (GWRC) is providing this invitation on behalf of the New Zealand Public Transport Authorities (PTAs) listed below and the New Zealand Transport Agency. The participating PTAs are:
• Greater Wellington Regional Council
• Auckland Transport
• Environment Canterbury
• Regional Consortium - comprising nine other PTAs.
This Registration of Interest (ROI) is for the intended procurement of a next generation public transport ticketing solution for New Zealand.
This procurement is one part of two separate procurements that together will represent the National Ticketing Solution. The first – for the ticketing solution – is the subject of this ROI. The second is the procurement of financial services to support the Ticketing Solution.
The procurement for the ticketing solution is a two-stage process: ROI followed by a Request for Proposal (RFP). The ROI will be used to select a shortlist of potential suppliers who will be invited to respond to the RFP.
The outcome sought by Project NEXT is to procure the design, build, implementation and operation of a nationwide ticketing solution and related services (including financial services) that enables and processes payments for journeys on public transport. The ticketing solution will use a single technology platform capable of being multi-tenanted by PTAs, which will enable each PTA to implement its own fares policy, will be open loop to accept EMV, account-based and able to be used across different modes of public transport in an integrated manner.
It is important to note that Project NEXT is seeking a prime contractor (which may or may not be a consortium) for the ticketing solution with the experience, capability, capacity and track-record to provide, implement and operate the National Ticketing Solution.
The successful ticketing solution provider will need to integrate and operate its solution with the successful financial service providers’ systems.
This ROI requires pre-registration using the form attached. Pre-registered parties will be emailed the Project NEXT ROI document set with a request to submit a response by 10th August 2018.
The document set will be electronically dispatched to pre-registered parties from 15th June 2018.
