The five year vision for the Government’s Wellington Accommodation Strategy is to deliver a property portfolio that has fewer and better buildings (services, quality and location), that supports emerging workplace practices and the emerging workforce whilst at the same time allows greater flexibility for change and offers an environment that is conducive for co-location and collaboration. Following the success of Wellington Accommodation Project Tranche 1 (WAP1), Wellington Accommodation Project Trance 2 (WAP2) is undertaking a similar single process to procure office accommodation for 20 agencies.
On behalf of the Ministry of Social Development (MSD) and participating agencies the Government Property Management Centre of Expertise (PMCoE) will soon begin the negotiation phase of Phase 2 for WAP2 with the preferred building supplier(s). To support the delivery of this work PMCoE is seeking proposals from suitably qualified Respondents who can meet our requirements for Tenancy Advocate (TA) services.
During WAP 2, Phase 1 (business case and RFP phase), a number of buildings were identified as being suitable for participating agency requirements and discussions with individual developers/landlords have resulted in ‘in principle’ agreements to Key Commercial Terms (KCT), key Building Performance Specifications (BPS) and Key Commercial Attributes (KCA). Additionally, developers/landlords have been provided with the Crown’s standard documents used for negotiations and leasing arrangements; these being the “Building Performance Specifications” (BPS), draft “Development Agreements” (DA) and associated “Deeds of Lease” (DoL).
PMCoE is now looking for respondents that have the necessary TA experience, capability and capacity to assist PMCoE to conclude negotiations with developers/landlords. Respondents can choose to offer services for one (1) building, all buildings, or a range of buildings, although the PMCoE reserves the right to determine the most appropriate mix of providers to satisfy our needs.
