Overview

Cyclone Gabrielle struck the Tairāwhiti region in February 2023, causing significant and widespread damage to bridge and road infrastructure, including a multitude of slips and dropouts. A further rain event in June 2023 caused additional damage and subsequently exacerbated the remediation work required to the slips and dropouts.

Given the varied complexity of the slips and dropouts to be remediated and the large quantity of sites requiring remediation across a vast roading network area, GDC has determined that no single local contractor has sufficient capacity or capability to undertake all the remediation works in isolation. Only by utilising the available resources of multiple contractors in Tairāwhiti will there be sufficient capacity to deliver this programme of remediation work within the prescribed time period of three years. For these reasons, GDC has elected to create a panel of pre-qualified contractors for both Non Complex and complex works. This will be the GDC Recovery Programme Slips and Dropouts Contractor Panel (the Panel). The intent of the Panel is to simplify and speed up the engagement of contractors to undertake the Slips and Dropouts Remediation Works. This RFP to appoint suitably experienced contractors to the Panel, this being the first of a two-step procurement process.
