The Waikanae to Waipaoa Land Use Study is separated into two stages:
• Stage 1: Public and recreation values and use of the reserve areas and coastal margin
• Stage 2: Land use on the area inland of the coastal margin including zoning.
This Request for Proposal is for Stage 1 of the Study only. Council will look to complete Stage 2 later in 2017.
Turanganui a Kiwa / Gisborne is blessed with several high-value coastal areas within a few minutes travel of the city centre. We treasure these coastal environments as cultural and environmental assets, as reminders of our rich heritage and for providing an unrivalled outdoor lifestyle. Council owns and manages land and public facilities in these areas and recognises the value of enhancing the area as a destination, as a natural environment and as a highly significant domain for local iwi. Having a good understanding of the area will be vital for making good choices about its future that are consistent with its natural, cultural and amenity values.
Council wants advice on what the optimal use of this coastal area is now and longer term. The purpose of the Waikanae to Waipaoa Land Use Study is to:
• gather detailed information about the values of this coastal area
• identify activities that are consistent with those values
• provide a framework to help make choices about the future use of and investment in the coastal parts of the area.

The Study would be used as a reference to support future decisions on and investment in the area, and to identify priority areas for protection or work. It will guide any decisions in use including Council considering the following potential projects:
• improving active transport connections (such as extending the coastal walk and cycle way from Midway to Te Kuri a Paoa/Young Nick’s Head and between Watson and Churchill Parks)
• redeveloping Council parks and property including reusing the old gaol at Churchill Park.
The key questions to be answered through the Study (stage 1) are:
• What are the values in the study area?
• What activities are compatible with different parts of the area and the values?
• What should we invest in and how much? What ancillary services and infrastructure would we need?
