Overview

We need an experienced research provider who is used to working with large government agency datasets and using quantitative analysis, to answer the following questions:

a) What is the scale of transience in New Zealand?
b) What are the characteristics of transient populations in New Zealand, and ‘vulnerable’ transient populations in New Zealand in particular?

We expect the project will comprise two phases:

a. Phase 1: Review and report on the availability and suitability of a range of government administrative datasets (and NGO ones if available) to statistically

• measure the movement of the New Zealand resident population over time
• identify the number of people moving within specified time periods who would fit a definition of ‘transience’ and ‘vulnerable transience’. Refer to Section 2 on page 11 Building a working definition of transience and determining how it differs from mobility for a working definition and testing by this project
• describe the characteristics of the population fitting one or more definitions of ‘transience’ and ‘vulnerable transience’ respectively as outlined above, or reported elsewhere in the literature reviewed by the selected provider for this project
• prepare recommendations on the feasibility of undertaking a project to quantify the size and movement of the transient and in particular vulnerable transient’ population in New Zealand.

b. Phase 2: Based upon the recommendations, and following discussion and agreement with SUPERU, deliver a project to implement the recommendations.
