Overview

The Social Policy Evaluation and Research Unit (Superu), on behalf of The Treasury and Tāmaki Redevelopment Company, wants to commission an experienced evaluation/social research agency to help finalise a draft Outcomes Framework, and produce an Evaluation Framework and Plan for the Tāmaki Regeneration Initiative.
The Tāmaki Regeneration Initiative is one of the largest urban renewal projects in the country. In 2012, the Government and the Council established the Tāmaki Redevelopment Company (TRC) to facilitate the regeneration of the area. The Tāmaki Regeneration Strategic Framework (2013) seeks to make Tāmaki a thriving place to live within the next 15 to 25 years, and an attractive place for businesses to locate and invest.
The Evaluation Framework will have to consider evaluation needs for a minimum of ten years (2016 to 2026). The successful evaluation/social research agency will need to have an in-depth knowledge and experience in evaluating complex programmes designed to improve the delivery of social services in a local area, as well as a broad understanding of social housing-led regeneration initiatives.
The purpose of this Request for Proposal (“RFP”) is to invite suppliers to submit proposals with information on their skills, services and experience.
