Overview

As part of delivering our statutory functions, EQC has a requirement for suitably qualified and experienced consultants who specialise in Geotechnical Services. These Consultants will provide advice and services as members of the Geotechnical Panel (“the Panel”) to various areas within EQC which include Event Response and Management, Claims, Legal, and Resilience.

The purpose of this Advance Notice is to inform consulting engineering suppliers of an upcoming tender opportunity for the provision of geotechnical services, to meet EQC’s baseline, event and contingency planning requirements.

The geotechnical scope of services includes providing baseline and specialist expertise for individual property specific land damage assessments throughout New Zealand, through to undertaking wide scale land damage data collection and assessments for both major and regional events. These services are outlined below.

BASELINE AND GENERAL ACTIVITIES
Provision of individual property specific land damage assessments throughout New Zealand through to major and regional sized events. This work includes the associated reporting in line with our insurance obligations, and related communications.

SPECIALIST SERVICES
In addition to the above, the following specialist services will be required in relation to some baseline activities and also major event response:
• Data input into GIS databases
• Data analysis
• Research and transfer of knowledge
• Communications
• Policy advice and development
• Specialist advice to support legal proceedings
• Specialist advice to support re-insurance planning
• Event Management

Geotechnical services are a key enabler in servicing EQC customer claims, and building New Zealand’s resilience to respond to major events. Provision of these services in the future needs to be scalable, transparent, and collaborative. In order to deliver this capability EQC proposes to establish a panel of geotechnical suppliers. The supplier panel will provide scalability and redundancy, and will also enable distribution of knowledge across the geotechnical services market.
