Scope of works
DOC wishes to procure a main contractor who has the necessary capacity and capability to deliver to the scope of works are detailed below:
Investigation, design, and delivery services
o Site Investigation services. The successful tenderer will be required to complete the necessary site investigation work to specify and cost the upgrade/installation of water treatment plants at approximately 24 sites. This may include for some sites catchment area evaluation and Water Safety Plans.
o Upgrade Design Services. DOC’s focus will be the provision of standard Water treatment solutions (standard design and equipment packs) based on generic – and where necessary, complex – specifications. An overall costed site design will be required
o Delivery services: To complete the physical work to upgrade / installation of water treatment plants at the required sites.
Operational, Maintenance and support services
As separate bid portion(s) DOC may require for some sites the successful tenderer to provide operational maintenance services and support service. Further detail of the requirements of this area are provided below:
o Operational services: To operate the plant on a daily basis (to include any training requirements). Because of geographical consideration DOC acknowledges that this may need the contractor to subcontract this work out. The successful tenderer will also be required to provide a Conditional Asset Assessment, and renewals programme.
o Maintenance Services: To provide ongoing maintenance as part of their offering for each site (if required). This is an option to enter into a maintenance contract for a five-year period for the sites installed.
o Support services. Monitoring, testing and reporting services may be required for selected sites. Some may take the form of an automated approach. Other may be more manual data capture. This is to allow DOC to monitor and provide reporting on its water portfolio in accordance with the Water Quality Assurance rules (2022).
It is intended that the pricing for this will be based on an agreed bill of materials. These bills of materials will then be used as a basis for the pricing for works that will be undertaken at a site. Acknowledging that the works required at any two sites will not 100% be the same, the specific pricing of any site will be agreed between DOC and the contractor based upon an exact scope of works (and the materials required to procure it).
