Overview

This Notice of Intent (NOI) is a re-publication and update of an NOI previously issued via GETS in November 2019 (GETS Ref: 21999410).
Suppliers who registered via the November 2019 NOI should not respond to this notice.

The purpose of this notice is to inform the market that the Government Chief Digital Officer intends to carry out early market engagement with payroll providers in mid-2020. This engagement is part of a work programme to improve government payroll systems. Payroll providers wishing to participate in this engagement are requested to register their interest.

The Government Chief Digital Officer is working with the State Services Commission and the Ministry of Business, Innovation and Employment on a work programme to improve government payroll systems.
This work programme is addressing difficulties aligning the requirements in the Holidays Act 2003 (the Act) with increasingly-complex work arrangements and employment terms and conditions. For many agencies, these difficulties necessitate significant expenditure to upgrade payroll systems and Ministers need assurance that this expenditure is warranted, risks are managed, and that it results in fit-for-purpose outcomes at a reasonable cost.
The work programme is focusing on:
• providing oversight of government payroll projects, including investment and project assurance;
• improving government practices in applying the Act, including collating and sharing interpretations of the Act; and
• coordinating an approach to the market for government payroll systems to establish all-of-government contracts with suppliers.
