Overview

The Dunedin City Council (DCC) is developing a comprehensive and planned condition assessment programme to be implemented by 30 June 2027. The primary project objective is to determine the remaining useful life and replacement date of the Very High Critical (VHC) pipelines and identify high-level remedial work to be undertaken to prevent premature pipeline failures. The comprehensive condition assessment will provide evidence based strategic direction for future investment.

The programme outcomes include:
• Critical Pipelines - determine the remaining useful life and replacement date of the DCC nominated VHC pipeline sections assessed for each pipe size and material.
• Dam Safety - determine the remaining useful life and replacement date of the DCC nominated reservoir tunnels and pipelines.
• Recommend high-level remediation work for DCC to undertake to prevent premature failures.
• Provide early communication about assets at risk of premature failure.

The non-destructive condition assessment programme is split into four packages of work to provide the opportunity for a range of suppliers to tender. Respondents can tender for one or more packages, and packages will be awarded at the DCC’s sole discretion. The packages are:
Package One: Water Supply Pipelines
Package Two: Wastewater Pipelines
Package Three: Stormwater Pipelines
Package Four: Raw Water Reservoirs

We seek to partner with suitably qualified and experienced supplier(s) that can deliver value for money while ensuring the condition assessment reporting is completed to a high standard and with meaningful interpretation of the inspection data.
