This Notice provides advance notification to the market of the Department of Corrections’ intention to release a Request for Proposal (RFP) for the supply of Waste Removal and Minimisation Services. This will be an open syndicated procurement lead by the department on behalf of all eligible agencies.
This procurement will result in an open panel of providers delivering a range of waste removal, recycling, and minimisation services that incorporate circular economy practises. Participating agencies will be encouraged to contract with as many providers as desired to meet their requirements.
Innovative, Broader Outcomes’ focused approaches are sought for all waste streams, specifically to address waste streams that agencies have not traditionally been able to minimise, repair, reuse, re-purpose or recycle.
The waste streams in scope of this procurement include:
• commercial waste
• technical waste
• hazardous waste
• organic waste
• electronic waste
• construction waste
• other waste minimisation (eg waste sorting training & continuous education, waste audits).
We are undertaking this project in two phases:
PHASE ONE: National Waste Removal and Minimisation Services
An open RFP for providers who can deliver services across all waste streams with nationwide coverage.
PHASE TWO: Regional/Local Waste Removal and Waste Minimisation Services
A streamlined open RFP process for all other service providers where they may not meet the full scope requirements in phase one.
We are particularly keen to engage small-medium sized businesses, community initiatives and not-for-profit organisations who are leading the change from the waste to landfill model, to a future of waste minimisation practice.
The proposed contract term is up to 7 years with up to one right of renewal for up to a further 3 years. This will be an open panel, where providers may apply to join the panel at staged intakes throughout the life of the contract.
The RFP will be released via the Government Electronic Tenders Service (GETS).
NOTE: Any responses or information provided to the department at this stage will not be considered. The department will not, in general, enter into any communications regarding the nature of this opportunity before the publication of the RFP.
