Overview:
Ara Poutama Aotearoa is about to advertise an RFP seeking proposals to deliver alcohol and other drug services at Auckland Prison and Christchurch Men’s Prison and brief remand services at Christchurch Men’s Prison. Ara Poutama would like to negotiate long-term strategic relationships with providers that encourages and facilitates good collaboration leading to service improvement over time. We are expecting to negotiate from one to three contracts.
The procurement is expected to allow respondents to bid to provide:
i) alcohol and other drug services at either or both sites
ii) brief remand services at Christchurch Men’s Prison
The service types can be summarised as follows (further details about these services will be provided in the RFP documentation):
1. Alcohol and other drug services
Assessment:
Service providers will be expected to provide a comprehensive assessment service at the site for people referred for further assessment after use of the alcohol and substance involvement screening tool. This assessment will inform the placement of individuals onto programmes which are matched to their individual needs.
The expectation is that the assessment service will be provided by alcohol and other drug clinicians.
Treatment:
There are three programme types that we are seeking under alcohol and other drug services:
• Day programme (low – mild need)
• Day programme (moderate – high need)
• Residential programme (moderate – high need)
Aftercare/ continuing care:
Services providers will be expected to deliver maintenance programmes in prison and the community to help participants retain gains made through intensive treatment, such as those being sought through this RFP for those with moderate or high alcohol and other drug needs.
2. Brief remand programmes
Service providers will be expected to deliver a multi-faceted, coordinated, modular, health promotion approach to prevent and minimise substance use-related harm. This programme will primarily be for the remand population but will also be available to those who are identified as needing an AOD programme but who will not be eligible to attend the identified level of programme till later in their sentence.
