• Environment Canterbury (ECan) requires professional services for the Compliance Monitoring of consents on behalf of the council. We are looking to appoint a panel of approved suppliers, with the capacity and the ability to monitor resource consents, issuing appropriate gradings and taking possible enforcement action.
• We are seeking suppliers that are able to demonstrate the ability to monitor compliance to ensure activities meet requirements under the RMA, national regulations, plan rules and resource consents. The service provider should have an understanding of ECan and its regulatory functions, experience and knowledge within the region, including knowledge and experience of the cultural landscape.
• We are seeking suppliers that are able to demonstrate they are able to pick up the compliance monitoring function in a flexible manner as and when required. Although we are not able to indicate the exact number of consents that will be monitored by the panel, we expect high seasonal activity throughout the year which may require monitoring.
• ECan anticipate the majority of compliance monitoring will be with regards to monitoring water use. Therefore a high level of knowledge with these regulations is essential.
