Overview

Environment Canterbury’s current financial system is ‘Cognos’. This was installed in 2007 and replaced an in-house Access budgeting system. The Cognos budgeting package was extensively adapted in 2007, modelled on the Environment Canterbury project structure as it existed at that time. Cognos does not easily support changes to the portfolio / project structure in its current form and required a significant amount of staff time to realign the framework when adjustments are made. Given the number of adjustments required since the original installation, there exists a risk that historic legacy data is incorrectly captured or linked in the current budgeting process. The Cognos system has been upgraded on several occasions.
A new budgeting application provides Council with an excellent opportunity to review the current system requirements, specifically the ability of the budgeting system to ‘communicate with’ the financial reporting system. A process that aligns more closely between the two systems would ensure a considerable saving in staff time. Consideration will need to be given to current legislative budgeting requirements, including the requirement to budget and report over a period of 10 years.
