Council is seeking preliminary proposals for additional treatment at Heriot, Kaitangata and Waihola sewage treatment systems in order to meet new consent conditions. Heriot and Kaitangata presently consist of a single oxidation pond, and Waihola is a single oxidation pond followed by a surface flow wetland. Each system discharges to water and will continue to do so under the new consents. Preliminary proposals are to describe the treatment system offered and give capital and operating costs to an accuracy of +/-20%. Council is open to receiving proposals offering proprietary systems, design build solutions, or solutions which envisage a future tender for construction provided the cost accuracy can be achieved. Council will evaluate all proposals received and select a shortlist of tenderers to provide substantive tenders in the first half of 2015.
