Christchurch City Council (CCC) would like to invite you to apply for the opportunity to operate shared micromobility devices in Christchurch.
Rental e-scooters were first introduced to CCC in October 2018. Micromobility currently contributes approximately 1% to total trips undertaken in the city. Operator user research suggests that approximately 33% of rideshare e-scooter journeys undertaken are replacing vehicle trips. CCC’s own ‘Life in Christchurch’ resident survey April 2023 addressing travel and transport related issues also found that 6% of respondents (n=264) had travelled by electric scooter more than once a month in the previous 12 months. Of the respondents who travelled by electric scooter, 38% (n=101) used an electric scooter to replace a trip they ordinarily would have made by car. In general transport terms this uptake in micromobility is a positive sign that more real trips are being transitioned into urban micromobility devices.
The current rental rideshare permits will expire 30 September 2024. The focus of this tender for the next 3 years will be on; increasing ridership, diversifying trip types and users (improving equity and access), improving reporting and compliance, enabling new technology and innovation, improving safety (for users and non-users), and improving sustainability and waste minimisation.
CCC has developed these desired objectives for micromobility. We are seeking an operator who can demonstrate alignment with these outcomes and document a plan to progress towards them.
Proposed license term: 3+2 years
Note: Fees will be applicable and may include, but are not limited to, administration fees, infrastructure fees and any fees incurred with the removal and storage of rental devices left in inappropriate locations if they have not been removed within the acceptable timeframes.
