Overview

The Commission has been reporting on the quality of fixed line broadband services in New Zealand since 2008. Its contract with the current supplier of measurement data (TrueNet) will expire at the end of July 2016 and the Commission is now considering modifying its broadband testing to take into account, amongst other matters, MBIE’s objectives for a user friendly inter-ISP comparison of broadband metrics and the TCF’s need to comply with its approved Broadband Product Disclosure Code as well as Commission objectives to provide reliable information to end-users of their broadband quality of experience.

The Commission has identified the measurement architecture for further consideration:

In-home probe testing: involving the placement of measuring devices (typically specialised routers) in a large number of consumer premises. This is the approach adopted by several comparable regulatory bodies abroad to measure the end-user broadband experience and to compare actual end-user performance with advertised headline download speeds.

The Commission wishes to continue its in-home probe measurement for a further twelve month contract. The twelve month contract will have an option to extend for a further six month period at the discretion of the Commission.
