Overview

The Commerce Commission (Commission) intends to set up a Panel of Suppliers (Panel) to source consultancy or advisory services for projects to be run within our Part 4 and Dairy group of our Regulation Branch for the next 24 months following the establishment of the Panel.

Services assigned to appointed members of the Panel may involve short discrete pieces of work, analysis on specific topics, and participation on advisory panels for, or provision of other analytical assistance to teams working on Commission projects.


We are looking for consulting firms or other consulting professionals, including academics, who have New Zealand or international experience in the economic regulation of monopoly infrastructure, specifically on electricity and gas transmission and distribution, airports, water or other relevant sectors. This includes expertise in:
• regulatory accounting and taxation;
• corporate finance, weighted average cost of capital (WACC) and financial modelling;
• asset management, network planning and understanding of emerging technologies;
• legal advice, review and drafting;
• allocation of risk and effectiveness of regulatory incentives and behavioural economics on regulated suppliers; and
• other strategic issues for infrastructure sectors.

In relation to these areas, the Commission is also seeking to include to suppliers on the Panel who are able to provide the following more specific services:
• aeronautical or commercial land valuation;
• drafting of regulatory reports;
• data capture review and data management; and
• audit and quality assurance.

This request for proposal (RFP) invites proposals from any consultants or advisors with suitable experience who wish to be included on the Panel.

Proposals in response to this RFP are due no later than 5.00pm Tuesday 2 June 2015.
