The Civil Aviation Authority of New Zealand is seeking proposals from potential suppliers for the provision of a solution to replace its legacy Aviation Safety Management System (ASMS) and its Document Management System (DMS). The solution sought is a combined Case Management (CM) system, Enterprise Content Management (ECM) system and an Internet Portal. In addition to purchasing the three products, the Authority is also looking to procure project implementation, operational support and maintenance services.

Respondents should be aware that the Authority has decided NOT to use the following GETS capabilities:
a. To accept registrations of Intention to Participate
b. To receive questions from Respondents
c. To accept proposals from Respondents

Respondents should submit all documents, questions and other communications in relation to this RFP via email, to RCP.RFP@caa.govt.nz

Respondents should disregard the GETS Price Band as it is ambigous and may mislead. Rely on the published documents for all information relevant to this RFP.

The TCO Calculator the Authority intends to use for evaluating Total Cost of Ownership will be uploaded to GETS on or before the Clarification Period ends (i.e. 17 October 2014)

Please note that the RFP documentation includes an invitation to attend a Respondent Briefing to be held in Wellington on Friday 3 October. In order to manage capacity constraints, potential Respondents are required to pre-register with RCP.RFP@caa.govt.nz by email on or before Wednesday 1 October indicating names and contact details of the people attending in person (a maximum of two people), and/or whether they will attend by teleconference. Further information about this Respondent Briefing, including instructions on registration, is contained in Section 1, paragraph 45 of the RFP documentation.
