Overview

The existing arrangements for waste services have been in place for more than 10 years. In line with current global and national waste management trends and expectations, Council has resolved to reduce waste to landfill and minimise contamination of recyclables.
To support this, Council is extending its existing Pay As You Throw [PAYT] rubbish bag model service in the urban districts; to PAYT wheelie bins for rubbish collection. Recycling collection services will remain the same (i.e. paid through Council rates) It is also returning management operation of its Resource Recovery Centres to Council control through the award of this contract.
Through this procurement process, Council seeks to contract the services of an experienced waste operator to undertake:
• Kerbside collection services for rubbish, recycling and glass
• Management and operation of Resource Recovery Centres (RRC) and transfer stations
• Litter bin emptying
• Transportation services
• Operation of Karamea and Maruia Landfills (including RRCs)
• Processing and sale of recyclables and diverted materials
• Waste disposal
Council also requires the waste operator to transport waste to the nominated disposal facility, which is currently York Valley Landfill in Nelson. Alternative waste disposal arrangements proposed by respondents will also be considered.
Through this procurement process, Council is keen to receive innovative and cost-efficient proposals for delivery of the services on this contract, especially where materials will be recycled and diverted from landfill or where economies of scale, cost-efficiencies or improved services can be provided.
