Territorial authorities (TAs) need a better understanding of waste types and quantities within their areas.
There is also a desire amongst the private sector to ensure a ‘level playing field’ with all operators complying with the same minimum performance standards in collections and waste handling.
One avenue to meet both the current legal requirements and future requirements relating to performance reporting to government is for TAs to adopt a local bylaw that requires all waste operators to be licensed and, as a condition of that license, to provide data relating to the types and quantities of waste they handle.
To address this, the TAs of the Waikato, Gisborne and Bay of Plenty are considering the delegation of their waste operator licensing and data collection powers to a third party to administer; and to commission a specific information management system that will support this third party and the waste operators in providing, reconciling, and reporting data as necessary.
The TAs of the Waikato, Gisborne and Bay of Plenty, via BOPLASS, are interested to know what potential suppliers there are in the market to provide:
1. The administration of a cross-regional waste operator licensing and data collection system (WOLDS) on their behalf; and
2. Development and commissioning of an information management system (IMS) to enable the provision of data by waste operators, reconciliation, and reporting as required.
Following evaluation and confirmation that the project will go ahead to the next stage, shortlisted Respondent/s will be invited to submit a full proposal in response to a Request for Proposals (RFP). This document deals only with the first step i.e., the ROI process.
