Overview

The Aviation Security Service (Avsec) is seeking a replacement for its Airport Identity Card Information System.
Each year that system is used to produce approximately:
• 15,000 airport identity cards (AICs) for people who routinely require authorisation to enter airside areas at 14 airports in New Zealand, and
• 70,000 temporary passes for visitors who require short-term airside access at five of those airports.
We want a Cloud-based solution that:
• Promotes a quick and easy to use online application form for AICs and temporary passes,
• Promotes a quick and easy to use online application form for registering organisations whose employees need to apply for AICs and temporary passes,
• Delivers workflow management for the processing of applications,
• Minimises the duplication of records by linking applications made for the same individual,
• Integrates with the New Zealand Business Number (NZBN) Register for retrieval of primary business data,
• Integrates with other New Zealand government agencies that undertake criminal history checks and other security vetting,
• Integrates with the FinanceOne financial system to support invoicing of application fees,
• Supports out-sourced or in-house card production of AICs and temporary passes that incorporate enhanced security features, including those that support validation of cards and passes during field checks by Avsec staff, and
• Delivers self-service capability for registered organisations wanting to maintain their profile, update details of their AIC and temporary pass holders, track application progress, and run reports on issued AICs and temporary passes.
