The aim of this process is to seek and obtain information from organisations regarding the potential supply of a License Plate Recognition (LPR) Mobile (Vehicle Mounted) Enforcement solution for Auckland Transport.
The solution is required to enforce the time restrictions in residential parking areas in Auckland city, where residential permits are not used. AT has recently moved to Pay by Plate parking and therefore would like to consider the use of LPR enforcement on paid parking. The objective is to achieve significant efficiencies with the enforcement of these areas.
In particular:
- Currently there are four residential areas: Ponsonby, Freemans Bay, St. Mary’s Bay, and Mount Eden. These have 2 hour time restrictions and residents with permits get an exemption.
- New residential parking areas will be provisioned in the future, for instance four new areas are planned for next year (2018).
- Auckland Transport is keen to transform from enforcement on foot to LPR technology mounted on enforcement vehicle to wider and more efficient coverage.
- Auckland Transport is looking for a solution that can integrate with the current enforcement system (PinForce) and the electronic residential permit system that is currently under implementation. The electronic permit system, allows customers to apply online for parking permits to be exempted from parking restrictions in certain areas. Once an application is approved, the customer will be identified to the LPR solution as a permit holder through their license plate number.
