ACC funds the delivery of attendant care, childcare and homecare following an accident to support a Client’s return to independence or attain their maximum level of participation in everyday life.

Suppliers currently deliver this service under the Home and Community Support Service Contract (HCSS) which expires on 30 August 2018.

ACC will replace the current HCSS, with a new Integrated Home and Community Support Service (IHCS) effective from 1 September 2018. We intend to issue an open Request for Tender (RFT) inviting suppliers to tender.

The new IHCS service introduces changes at four key focus areas, including:
• a revised funding framework with the introduction of casemix funding (note: there will be a phased implementation of the casemix funding model, expected to be implemented on 1 March 2019);
• integration of some service components of Occupational Therapy, Physiotherapy and Nursing to facilitate coordinated and streamlined service access;
• a new outcomes framework that will help us understand how well the service is performing;
• changes in entitlement approval to focus on Client need.

The new IHCS will require suppliers to deliver all service components - attendant care, childcare, home care, and sleepovers, as well as some service components of Nursing and Allied Health services (Occupational Therapy and Physiotherapy).
