What we need
In July 2019 the Auckland Council Environment and Community Committee approved the indicative business case for the implementation of the master plan. It was approved on the basis that there was a robust case for change and strategic alignment with council objectives and would deliver community benefits comparable to the capital and operational investment required.
The next stage is to develop the detailed business case which will determine if the implementation of the master plan is viable (the financial case); affordable (the commercial case); and achievable (the management case).
Commercial or partnership opportunities and options to reduce costs or increase revenue are also to be investigated as part of a detailed business case.
Through this Expressions of Interest (EOI) process, Auckland Council is looking for a team of consultants that can:
1. Prepare the detailed business case and investigate financially viable proposals and potential development partners for the development and use of Chamberlain Park golf offering
and
2. Complete the investigation and design of the park required to inform the detailed business case.
Council encourages responses from submitters that meet the preconditions and can provide a non-traditional alternative approach to the development that align with the Chamberlain Park Master Plan objectives and reduces the cost or increases the revenue for Council.
Following a future decision by the Finance and Performance Committee on the detailed business case, if approved, the investigation and design work will be used to prepare the resource consent application.
Auckland Council is seeking to appoint a lead consultant (with a range of sub consultants) who understands and can achieve this vision and will be responsible for the day-to-day delivery of the concept and developed design, business case and lead all future regulatory processes.
