This Request for Proposals (RFP) is an invitation to suitably qualified Respondents including NGOs, PHOs, DHBs, companies and other any legal entities to submit a Proposal for the provision of Youth-specific Primary Mental Health and Addiction Services.
The expectation is that the development of these services will expand the continuum of support, treatment and therapy available for young people experiencing distress and promote early detection and intervention. For clarity, this RFP is not for the provision of secondary services. This does not exclude primary and secondary services working together, however we are seeking to fund the primary services component only with this RFP opportunity.
For the purposes of this RFP “youth” are defined as young people aged 12-24 years old (inclusive); and “primary mental health and addiction services” may include evidence informed therapy and treatment services which may include peer support, cultural support, self-management support and access to a range of social supports. Youth primary mental health and addiction services are those that address the needs of young people who are experiencing a mild to moderate level of distress.
The Ministry will consider applications from Respondents proposing youth-specific primary mental health and addiction services in the following categories:
• to expand an existing programme in the same geographical area;
• to replicate an existing programme to a new geographical area(s); or
• to introduce a new service to a geographical area(s).
There will be a prospective provider briefing held in Wellington on 19 February 2020 at 11am (with Video Conference subject to availability and/or video recording).
