Registration of Interest for the Marine Biosecurity Regional Hull Surveillance 2024-2026.
The Marine biosecurity regional hull surveillance contract is for two-financial years, requiring a minimum of 1,200 vessel hull inspections each financial year.
It incorporates two components of hull surveillance for the Auckland region utilising a snorkel/dive service provider to undertake:
1. Regional hull surveillance
2. Targeted compliance surveillance.
This is a combination and continuation of targeted compliance monitoring and regional hull surveillance.
The programme outputs information for several purposes, functioning as a tool for:
• Engagement & Behaviour Change: an indicator to monitor vessel user behaviour and change over time, including regulatory and non-regulatory performance indicators
• Targeted compliance surveillance (compliance, monitoring and enforcement): the implementation and regulation of the Auckland Unitary Plan hull biofouling provisions, the Regional Pest Management Plan marine pest and pathway style rules, the Hauraki Gulf Controlled Area Notice, and developing regulatory tools (including the proposed Clean Hull Plan rules).
• Early detection surveillance of new to Auckland (and new-to-New Zealand) marine pest species, and range extensions of marine pest species.
The Auckland Council regional hull surveillance programme requires service continuity year-round however peak operations run when recreational vessels become more active over spring and summer. Hull inspections are required to occur over this busy period of increased vessel movements to help detect marine pests and prevent their spread.
