Overview

Project Overview,

Marae are often asked to collaborate with Auckland Council to effectively manage waterways and catchments. It is expected by Auckland Council that marae will be able to provide ‘services’ to partner with Council to enable the effective management of te taiao (and as expected under new regulatory policies such as the NPS-FM and Biodiversity Strategy). However marae often do not have the capacity to engage in these relationships, primarily because they are not recognised for the value of services they provide and so are poorly resourced. By conducting an economic evaluation of marae services will in effect attribute value to the services they provide. By attributing value to the ‘services they provide’ marae will be valued for services i.e. kaitiaki and so be recognised as a ‘service provider’ in the local government and central government context, they will then be eligible as an agency and thereby resourced accordingly.

The project will be a pilot that will test how the provisions of marae can be measured in an economic framework. The project will develop an economic evaluation so the benefits from events and services provided at marae can be compared with those provided by non-Māori. The project should do the following:

Identify and measure the benefits from:
• events and/or functions that marae provide.
• impact on communities and how they improve the wellbeing of Māori.
Understand why certain marae events and services cannot be provided elsewhere.
Understand the effect of applying a western economic approach to the Māori worldview.
This work aligns specifically with Maori identity and wellbeing section of the Auckland Plan.
