Overview

The New Zealand Aid Programme, acting for and on behalf of the Secretary of Foreign Affairs and Trade (MFAT), invites submission of responses from suitably qualified and experienced organisations or consultants (including consortia) to provide solutions as part of a pilot for a new standardised competency based selection process for MFAT's Scholarships Programme.

The Scholarships Project was established to increase the efficiency and effectiveness of the Scholarships business unit, standardise the way that Scholarships services are delivered, and improve the quality of those services.

The new standardised competency based selection process will consist of:

• Abstract Reasoning Test (Solution 1)
An abstract reasoning test that can be administered online and unsupervised.

• Personality Test (Solution 2)
A personality questionnaire that can be administered online and unsupervised, and which assesses, at a minimum, the ‘big 5’ personality traits (openness to experience, conscientiousness, extraversion, agreeableness, and neuroticism).

• Online Recorded Interviewing System (Solution 3)
An Online Recorded Interviewing system that allows interview questions to be provided onscreen and the applicant’s response is recorded. The responses can be viewed by multiple scorers, and stored for audit purposes.

MFAT’s preference is for all three Solutions to be provided by a single supplier. However, proposals for one or more of the Solutions will also be considered.
