1. INTRODUCTION
The Energy Efficiency and Conservation Authority (EECA) is a Government agency that works to improve the energy efficiency of New Zealand's homes and businesses, and encourage the uptake of renewable energy. EECA BUSINESSTM provides assistance, funding and support to promote good energy management in New Zealand businesses.
This Invitation to Register (ITR) is issued by EECA BUSINESSTM to seek proposals from suitably qualified suppliers to become registered Programme Partners for the Commercial and Industrial Energy Management Plan Programme.
2. OVERVIEW OF PROGRAMME
The Energy Management Plan (EMP) Programme assists Customers in the commercial and industrial sectors to implement and gain the benefits of effective Energy Systems.
Registered Programme Partners promote the opportunity to reduce energy usage to prospective commercial and industrial customers through:
• Assessment of current Energy environment
• Agreeing an appropriate Energy Management System (EnMS) to achieve an agreed Energy Savings Target
• Planning and gaining approval from the customer to implement the EnMS
• Presenting relevant EECA Project Approval documentation to:
o Gain approval for EMP Projects to be implemented
o Gain EECA funding assistance to deliver EMP Projects
• Post project implementation; Monitoring the EnMS, work with the customer to ensure systems and the Energy Savings Target are appropriately maintained and promote opportunities for Continuous Improvements in Energy Management.
EMP projects undertaken by EECA Programme Partners are eligible for an EECA contribution of up to 40% of each projects cost up to $100,000. This means EMP projects exceeding $250,000 may be eligible for EECA contributions of up to $100,000 per project.
